Tripoli, 3 September 2014:

The Constitutional Drafting Assembly (CDA) has . . .[restrict]set up a poll on its official website asking Libyans to vote on the type of government that they would like to see in Libya. Voters are asked to cast their votes for one of the following: a monarchy, a presidential system or a parliamentary one.

The CDA has said that it is polling the public in this way in order to facilitate dialogue between people and organisations of all sectors of Libyan society.

When it was in power, the General National Congress (GNC) approved the proposal by the February Committee that there be a presidential system, although it rejected the plan that the president by directly elected.  It left the matter to the House of Representatives to decide.

The House of Representatives (HoR) has opted for a popular election. Until then, the HoR has assumed executive powers. This past week, it exercised this power to re-appoint Abdullah Al-Thinni as Prime Minister until a new president is elected by the people.

Whether or not a president is elected during the HoR’s period in office, it will be up to Libyan voters to decide in a referendum what system the country has.
