HoR appoints committee to study UN Dialogue proposals

Tobruk, 8 April 2015:

The House of Representatives (HoR) has appointed 19 of its members to evaluate the interim . . .[restrict]political roadmap drawn up by delegates to the UN-brokered Dialogue process in Skhirat a fortnight ago. It has been instructed to submit its recommendations to the whole House next Monday for it to vote on.

The HoR was supposed to have discussed and decided on the proposals, which include a national unity government, in time for talks to reconvene in Skhirat last Sunday. In the event the HoR did not meet at all last week and only began to consider them yesterday.

“We decided to select 19 member of the parliament to review the draft which contains 15 papers and for them to make the final recommendations”, Sirte HoR member Abubakr Mohamed Omar Alghazaly told the Libya Herald. The group has been split into sub-committees in order to save time dealing with the plan. Each is to assess separate parts of the proposals.

As and when the participants in the dialogue process reassemble in Morocco to discuss names for the new government, the HoR have made it plain that it alone must have the right to appoint the new cabinet. This was again made clear yesterday by Ibrahim Al-Zughied, the member from Gemenis. He was also reported saying that there were a number of items in the proposals that members would disagree with, notably on the issue of who has the right to use force.
