Brussels Libyan conference tomorrow loses key speaker

The high-level conference on Libya, . . .[restrict]being held tomorrow in Brussels, had been scheduled to include addresses from serving members of the House of Representatives as well as from the rump of the old parliament, the General National Congress.  However with the withdrawal of the only non-boycotting participant from the HoR, the event might now appear unbalanced.

The one active HoR member,  Salah Subhi,who was due to speak,  this evening told the Libya Herald that he would be unable the attend because of other commitments.

The two HoR members who are still due to address meeting, Mohamed Raed the prominent Misratan businessman and former deputy premier Mustafa Abushagour, elected in Tripoli’s Suq Al-Juma, are currently boycotting the parliament.

Another speaker will be Mohamed Al-Ammari a member of of the GNC’s outreach committee, who is an Islamist from the east.

It appears that the only scheduled speaker from Libya, who is likely to represent the government’s position is Farida El Allagi, the chargée d’affaires at Libyan Mission to the European Union.

There are also two members of the UNSMIL-brokered dialogue team. Judge Naima Gebril,  led on the drafting of the law that brought the Constitutional Drafting Assembly into being and Nihad Maetig, who represents women’s organisations.

The half-day meeting which has been organised by the Socialists and Democrats in the European parliament will hear twice from Bernardino Leon, chief of the United Nations Support  Mission in Libya (UNSMIL) . Other speakers will include, Federica Mogherini, the High Representative of the European Union for Foreign Affairs and the EU’s ambassador to Libya, Nataliya Apostolova.

Under the banner “ The road towards governance and stability”, the conference will spend the first hour examining the Libyan political transition, followed by another hour looking at the way that the EU can help in that transition. The last part of the meeting will look at human rights in Libya.
