HOR approves LD300m to rebuild Tawergha – does not say how

Tripoli, 24 August 2015:

The House of Representatives has approved the expenditure of LD300 million for the rebuilding of Tawergha, . . .[restrict]devastated by Misratan militias angry at the support the town had given the Qaddafi regime during the long and bitter siege of port city.

The HoR said that it was acting on the May agreement between the Misratan Municipal Council and UNSMIL chief Bernardino Leon that the Tawerghans should be permitted to return to their devastated town.

According to a parliamentary spokesman, when voting yesterday, members said that the money is to be used for infrastructure, hospitals, electricity and water, as well as cleaning up the debris of fighting and transporting the Tawerghans back to their homes.

The spokesman did not however make clear how the HoR intended to oversee this substantial work of reconstruction in an area controlled by Libya Dawn forces and over which the parliament in Tobruk and government in Beida has no control.

Nor did the HoR reference the subsequent rejection  of its deal with UNSMIL by the Misratan Council. In August a Misratan spokesman denied that there had been any such agreement. He added that it was too soon for the Tawerghans to think of returning and anyway they had not been driven out of the town but had left of their own accord.
