Uncertainty surrounds next Dialogue meeting

With just two days to go until the Libya Dialogue resumes in Skhirat in what . . .[restrict]is supposed to be its final stage, choosing a prime minister and two deputy prime ministers to head the planned national unity government, uncertainty persists as to whether the General National Congress (GNC) will turn up.

There are also worries as to whether the delegates will have any names from the House of Representatives (HoR) to consider.

GNC president Nuri Abu Sahmain is reported to have sent UN Special Envoy Bernardino Leon a letter stating that the GNC team would not turn up because its demands for amendments to the Draft agreement signed last month had not been accepted. However, Leon and the supporting group of regularly attending ambassadors are optimistic that, at the last minute, there will be a change of heart. “They want to turn up,” one ambassador told the Libya Herald. “They will be there”, said another.

Delegates insist that whether or not the GNC team is present, the Dialogue will get on with the task of choosing the leaders of a new government. However, so far there are no names from the HoR. “Without names from the HoR, it is very difficult to move forward”, said one official.

According HoR members, Leon told the parliament that the choice of the prime minister and one of the deputy ministers would come from the HoR and the other deputy from the GNC.

The HoR had been expected to meet today and decide on the names to send to the Dialogue delegates. However, it is still undecided as to whether it should send six or even nine names, as asked by Leon, or just two. Whichever, “they will not send any names before next week”, predicted a leading government official this evening. [/restrict]
