HoR unable to meet again due to lack of quorum

Tunis, 8 December 2015:

The House of Representatives (HoR), based . . .[restrict]in Tobruk representing the only internationally recognized parliament in Libya, was unable to meet again today due to the inability to achieve a quorum.

It is believed that this is the eight time that the HoR has unsuccessfully attempted to meet, but was unable to due to the fact that an insufficient number of members were available at the sitting.

This phenomenon is believed to be by critics a deliberate political ploy by a minority of members in the HoR who are determined that the majority, but not enough to form a quorum (the legally minimum number required) cannot meet so as to prevent a vote on the UN-brokered and proposed Government of National Accord (GNA).

This ‘‘spoiler’’ minority in the HoR is believed to represent the president of the HoR, Ageela Salah, and members supported and in support of retired General Hafter and the devolutionary Barqa (Cyrenaica) group.

This is believed to be the very same group of minority HoR members who recently met their minority counterparts from the GNC in Tunis and proposed a new and alternative Libyan-Libyan political agreement. [/restrict]
