Tunis, 17 February 2016:

UN Special Envoy Martin Kobler has had talks in Cairo with Presidency Council head Faiez . . .[restrict]Serraj on the delays to the new national unity government being formed and approved. However, indicating that it would be approved, the president of the House of Representatives (HoR), Ageela Salah, pledged in a statement marking the fifth anniversary of the revolution, that a unity government would soon be formed and that it “that would satisfy everyone”.

Moreover, HoR rapporteur Salah Lagmah is now reported to have said that it has been agreed with Serraj that a final, amended government list will be ready on Saturday for debate by the HoR, if possible, the same day.

In moves to try and ensure that the HoR votes for the unity government , Kobler, who arrived in Cairo yesterday, was also due to confer with a number of HoR members also in the Egyptian capital. Also in Cairo is US Special Envoy to Libya Jonathan Winer; he too arrived yesterday.

Egyptian officials were also expected to be drawn into the talks on Libya.

Egypt is seen as able to pressurise Hafter and his supporters in the HoR into backing the unity government.

Meanwhile, in his speech calling for tolerance and reconciliation, the HoR president insisted that Libya would not be allowed to become a “place of terror and extremism.” The country would not be divided. Security would be restored reconstruction begin again, he promised. [/restrict]
