Today’s session of the House of Representatives (HoR) which was to continue the debate which . . .[restrict]started yesterday on the proposed government of national accord (GNA) was postponed after UN Special Envoy flew into Tobruk to try and persuade the House to approve the new administration. It is due to reconvene tomorrow, Monday.
During the day Kobler met HoR President Ageela Salah as well as prime minister-designate Faiez Serraj who yesterday put forward his cabinet to the HoR. The special envoy also spoke with a number of HoR members including those who are also members of the Libya Dialogue.
“The eyes of the people of Libya are on Tobruk. They expect a GNA. I am here in Tobruk today to help, not to interfere,” Kobler tweeted during the day.
Yesterday’s session was suspended by Ageela Saleh after as pro- and anti-unity government factions became increasingly disorderly and disruptive.
That the HoR will approve the GNA is far from certain. There is strong opposition led by Ali Qatrani and those who support Khalifa Hafter. These take the view that the Council is controlled by the Muslim Brotherhood. Opposition is also now coalescing around the idea that the Council is itself too big and should be reduced to just the prime minister and two deputy PMs.
The numbers attending yesterday;s session have also raised concerns among those hoping that the HoR will approved the GNA and amend the Constitutional Declaration to incorporate the UN-brokered Libyan Political Agreement into Libyan law. TV footage of those attending showed less than 100 members present – sufficient for a quorum to hold a meeting but insufficient to appoint a government. [/restrict]
