London, 28 May 2018:

The High State Council (HSC) voted yesterday its approval for the attendance of tomorrow’s Paris conference on Libya – subject to the following four conditions:

  1. That the Libyan Political Agreement is the only political and legal framework for the conference.
  2. There can be no elections except after a referendum on the draft constitution in order to achieve a permanent political status and permanent political stability.
  3. The assurance of a civilian state and military and security institutions under civilian authority.
  4. An immediate ceasefire in Derna, lifting its siege, protecting civilians and an end to its destruction.
