London, 3 April 2021:

A workshop was held in Tripoli in February to discuss the improving Libya’s Ease of Doing Business ranking (EoDB).

The workshop was attended by Rajab Khalil, the then Deputy Minister of Economy and Industry, Mohamed Raeid, head of Libya’s General Union of Chambers of Commerce, Industry and Agriculture, the director of the Private Sector Development and Investment Department, the tax authority, the president of contract editors, the Syndicate of Chartered Accountants, and managers of commercial license offices.

Antonis Tasmoulis /Representative of Delegation of European Union to Libya, Mohamed Alaswad /Deputy team leader of Libyan private sector development, Sophiane Mehiaoui, EU4PSL key expert and Ms. Wiam Zarrouk/ consultant of business climate participated online through Zoom application.

During the workshop, a presentation of the progress made by the Ministry of Economy’s staff on this issue was displayed (e-regulations portal, EuroMed trade help desk, EoDB task force). The Tunisian approach regarding business creation and online payment of taxes was shared and discussed. The workshop was also an opportunity to deepen the discussions on the questionnaire addressed by the World Bank to the public and private sectors.

For the next few months, before the publication of the DB report (December 2022), training sessions related to the World Bank questionnaire will be implemented. Discussions for implementing administrative reforms that will improve private sector development in Libya will also be continued with key stakeholders.

This workshop comes within the EU-funded project activities, EU4PSL, implemented by Expertise France to support the private sector in Libya.
